Up for debate today ....

Should a small city, which has a very good history of a lack of crime, institute a curfew for minors due to a recent increase in violent crime. There are actually reports of groups of 25 - 30 juveniles in the southeast side of town. The reports include stabbings, shootings, robberies, and other violence. Families in the area are preparing to walk away from their mortgages due to this violence. Many are currently sleeping in their basements. Will a curfew help?
